I don't really think it's for making the hair stand up, I think it's really more for making the shaver glide over your face without cutting the skin.

My husband stated you apply it before applying your shave cream.

No. Pre-shave oil is primarily for the benefit of the skin, though it does soften the beard somewhat. Shave-cream is necessary to prepare the beard and to allow the razor to grab the beard properly.
