How is the retention? The case I'm issued at work loses the cuffs if I move faster than jog speed.

I have had good luck with Bianchi with all there products. The case is secure, you won't lose your cuffs and it keeps them quite. I recommend black, blued, or at least a matte finish set of cuffs due to the open area. I have Smith and Wesson M100-1 black in my case.

Will size 2 fit a Streamlight LED HL?

The Size 2 fits my Streamlight Stinger DS perfectly.

What's the difference between size 1 and 2?

Select size 1 or 2 and the description of which flashlights it fits changes. If I recall, size one is smaller and fits Surefire's etc...Size 2 is larger and fits Streamlight Stingers and flashlights with a similar size.
