You should never try peeling a water-applied decal from its paper backing. To apply, you must soak the decal in water and then after 3 to 5 minutes (or longer if necessary), gently try sliding the decal back and forth on its backing material. Do not force the decal from its backing or it will shred apart. When you soak the decal, the backing card will roll up as it absorbs water but will flatten back out again once the water has soaked all the way through to the decal.
