Q: How do these mount to the tongue of the trailer?

They simply slip down over the top of the tongue rail, one on each side, then you secure them with the bolts that were provided so they don't vibrate off when not in use.

Q: Will this work on a 2021 Silverlake pull RV

These hookup brackets are part of a larger system that includes two other main components: the trailer hitch, and the weight distribution rods (with chains). My trailer is significantly smaller than what I could see on the internet in reference to yours, so, as long as the system could handle the size/weight, the other questions are: 1. Judging from pictures on the web, the platform for the propane tanks would interfere with these hookup brackets since the top of the brackets rotate up and lock in place above the top of the trailer frame. So that would be one reason these might not work. 2. If you have the proper trailer hitch assembly, which would include cylinders in which to lock the distribution rods, then you should be covered from that end. 3. Does the trailer hitch height when installed on the pull vehicle match the level height of the trailer? If not, then you will need to adjust the hitch height to match. If you can't do that, then this system will not work for you. This system is for maintaining a level connection between the pull vehicle and the rv, as well as weight distribution.

Q: What are the torque specs on the long bolts that secure the bracket to the square tubing of the A-Frame?

I'm not sure. I had Genral RV put them on when I bought my camper.
