Will it cut garage floor vinyl flooring material cleanly?

No, unfortunately, it doesn't cut vinyl flooring worth a darn.

Does this cut synthetic turf?

I really don't think it will. I had tried to cut a heavier version of cardboard and it didn't do well. It only has one blade and lacks in power. If more blades were available in a variation of serrations to better match materials, would help a lot. This essentially is a rotary scissors. Makita makes a 3-1/8" cordless saw, model SH02Z-R 12 volt MAX CXT that may serve you better. A variety of blades are available for it from Makita, as well as from other manufacturers.

Does this tool come with the batteries and the charger. It says tool only however on then further down it says Yes on the line item for batteries and

The kit comes with a battery and a charger; however, the blade came attached and there is no blade locking pin so you will have to improvise if you want to change the blade. I used a piece of bent coat hanger. Makita Customer Service was unfamiliar with a replacement part and you will not likely find it on line because the tool is brand new. If you want to search, the blade and pin come together as part number 198604-1.
