I have a 25lb pomeranian/terrier mix. should i go with a large or xl?

I have a cockapoo who has a size 12 neck? Would a mudium or small fit her better? (i heard the sizing is off)

WE ordered an extra large and it barely fit my 25 lb MinPin Mix. I had read that they run really small, so I would defenilty say no and possibly not even the X Large
