Using the second photo as example: the 0 of the (sliding) vernier scale is just shy of the 6mm mark, so there are 5 full mm. And then check where the markings on the main scale and the vernier scale line up perfectly. This is the case one mark left of the 9 on the vernier scale. If it were exactly on the 9, then the total reading would be 5.9mm. But because it's one mark left of the 9 and each of those marks between 8 and 9 is 0.02mm the total is 5.88mm.

How long are the external jaws?

40 mm for the outside reading, 16.5 mm inside reading. The precision cutout at the end is 9.5 mm long, and the steel is 3 mm thick. These are quite typical measures for calipers of this type (i.e., they are identical to my digital-scale calipers).

This caliper measures in 1/1000 of an inch, not in power of two fractions. Each segment is 1/40 = 0.025 inch, and the vernier scale reads from 0 to 25 (0 to 0.025, really). As an example, the 3rd line past 1.1 inch gives you 1.175 inches (1.1 + 3 * 0.025), and the vernier scale gives you the rest, if the lines match up at 12 you add 0.012 to the result you got from the regular scale, 1.175 + 0.012 = 1.187.
