Is this the same as "hulless" barley? And does it need to be rinsed before cooking?

No. Hulless barley is a special type of barley that has a loosely attached hull which falls off during harvesting. With hulled barley, the hulls are removed through minimal processing, leaving the bran layer intact.I have used both and think there is little difference between them. Would this barley be good for laying chickens as it comes out of the bag with no further preparation?

It comes out of the 25# bag dry. I'd cook it as part of my dog's food. I have not fed laying chickens before, but think it should be fine to feed them directly from the bag.

Can it be used for brewing?

It comes dry, mostly milled. Some husk remains but just a few that you can sort through. I cook it in a rice pot for my dog's food (beef, barley, peas, fish oil, bone meal & multivitamin). I believe it'll work for brewing.
