Is the body of the latch made of steel or plastic?

It is made of plastic, but should be fine for normal use. If it is placed in an environment where it would be subject to impacts, you might want to try and find something made of steel.

I have two 4' wide pool shed doors I'd like to use these push latches. Can these be used outside (covered area)?

They would most likely work but they are not heavy duty

would this work for a trash can drawer?

It's has a good spring strength, but ultimately would depend upon your drawer's friction (Ball bearing rollers/guilds and trash weight). For a normal trash can, I'd say yes. You may just to put a handle and light mag latch though.
