Yes, it includes the additional tube to extend. It will be better to fill filter case completely with water before it starts. Otherwise, it will take some time to pump water up. (Water must at least cover the motor.)

Try to turn the impeller by hand. Check to see if something is jammed in the impeller. Rinse impeller and filter to remove blockage.
