The instructions printed on a side of package should be easy to follow with cartoon illustration. It works outdoor in the Sun without battery, but need a battery indoor.

Which position should the switch be to charge buy the sun not run it.couls you still charge by sun in other position.?

It's not designed for the solar panel to charge any rechargeable battery at all. The fluttering figure operates in direct sun illumination or by alkaline battery. The switch controls the power source. Basically, the fluttering butterfly runs indoor with battery and outdoor by solar.
