Can the cover be opened if the tailgate is closed? Or is it pretty secure for like grocery days going to multiple stores.

You can’t open when tailgate closed cover works great stays dry , only complaint is if you open it a lot it get to be a pain because you have to go back and fourth to each side vs a single level to open both sides

Are there 2 lock down handles on each panel (6 total)? Or, Only 4 lock down handles (2 on front panel and 2 on rear panel)??
