What is the measurements of the light fixture itself, not the solar panel?

They are 4 inch from top to bottom and 5 3/4 left to right very nice lights. I bought 2 and really like them so I bought 2 more :-)

Can these flood lights be used indoors at night?

Yes as long as the solar panel can get sunlight

How long does it take to fully charge the battery?

It takes about 6-8 hours of direct sunlight to fully charge the battery.
