Q: can i store in my car under hot summer sun?

Yes you can. These are the same brand flares we use in our vehicles at my sheriffs department in the hot California sun.

Q: Are they Coast Guard approved and dated? I got warned last summer.

I would not know about the coast guard but i don't think it a good idea, get yourself a flare gun, keeps the fire away from the boat. Not much running room on a boat.

Q: will these flares leave a mark behind on the road?

There is residual ash left over after flares burn to completion; that is not considered hazardous. It is possible flares can leave a mark; it may depend on the condition of the road and the material is is composed of. Any further questions let us know.

Q: whats the diffrence between the road flares and the marine handheld flares?

The marine style handheld flares only last 3 minutes and the bottom 3/4 is empty and colored white where you hold it in your hand over the side of the boat. They are marked with an expiration date as required by the Coast Guard. DO NOT USE road flares in a boat. You cannot hold road flares in your hand as they burn up completely. The material that is burning drips liquid hot metal onto the ground. It will burn holes in whatever you set it on and would likely start a fire in a boat.
