Is the back of the paper writable?

Yes. I wrote on the back of each with a purple fine print sharpie. The paper is similar to thick card stock.

Are they printed "Thank You" on both sides?

No, the "Thank You" message is printed on one side only. The side it is printed on is a bit more smooth (not really glossy, but smooth). The back side has no writing and is less smooth but not that anyone is noticing it. They are a nice quality. I tied these to wine bottles with no problems of the tag flipping over to the non-printed side. I was very satisfied with the quality, size and appearance of these tags.
