you can use a normal sketch pad but dependant on quality of paper ink can bleed though

Yes I haven’t ever filled myself but you can purchase refill ink

Yes, they come in a range of skin tones - you can purchase a box of them. My daughter uses these in her artwork (which she sells) and although expensive, she doesn't use anything else.
