What is the difference between a valve with dlt and a valve with a short tail? what does dlt mean and what does short tail mean on a float valve?

Detachable long tail. The short tail lenght will work well for thin-walled tanks but for thick-walled tanks the long tail version will make installation simpler.

Is 1 inch the outside diameter of the threaded inlet?

It is a 1 inch outside diameter for the threaded inlet. That inlet is a hard black plastic !

Do these come with the threaded washer and rubber washer to attach to the water trough?

yes, mine came with every thing needed to install it

What does it come inside the box? is the elbow included? do i need to buy anything additional to attach it to the hose? can i use this

You need to reduce the 1” tail piece of the Jobe valve down to a 3/4” to attach a hose to it!
