What are the outside dimensions? I don't think the website description is accurate.

You are correct, the website dimensions are not totally accurate. The actual measurements as best I can measure are 15" H x 14 1/2 " W x 9" D (at the bottom) and 7" W (at the top). These measurements are with the bag totally empty. When you pack it, the dimensions grow. I recently took a flight on Allegiant Airlines and the bag fit under the seat but needed to be inserted "top" first as the wheels did not go under the seat which meant the bag stuck out just a little. It wasn't that far but certainly left little foot room. Bear in mind though that Allegiant Airlines if a no frills airline and the personal space is limited to begin with.

Will this bag stand upright when you are not wheeling it or does it fall over easily?

Yes, it will stand up easily without falling over. I take my Rockland suitcase on every trip. It fits under almost every plane seat. I take it to carry my keys, jewelry or the rings I need or just do not want to check. I have taken my bag on five plane trips and it is holding up well.

If I check this bag (I only need it to store a few large liquid items) will it survive?

Yes, I think so, but I wouldn't do it frequently. It really was made to be a carry on. It is a great weekender bag.

Will this work for a free carry on for Spirit airlines

After a LOT of research, I purchased this bag specifically because it meets size guidelines for Spirit free carry-on. If anything goes wrong (flying Spirit next week), I'll reply again.
