The base is a little under 20". It is a pretty small chair compared to other office chairs, but my desk is small so it works great. It also looks nice with a black desk.

Q: Is the seat cushion soft and comfortable to sit on for long working hours (7-8 hours)?

Honestly, the chair looks comfortable, but it is worse than sitting on a rock. The seat is flat and the back is flat. Along with a very thin, low density foam, this makes the chair usable for only a few minutes before the discomfort sets in. I would not recommend it to anyone.

You have to be sitting on it to make it go down. Apply your weight to it, then use the lever underneath to adjust the height.
