Do you have to use gel polish and a uv light or can you use regular polish and topcoat?

I used gel polish and a UV light. Something worth mentioning is that the containers that this powder comes in (you get 2) are nowhere near full. I won’t buy again because of that.

Is this clear and just add the shine?

It is Neon Nail Powder,Different viewing angles, showing different colors, rainbow colors.

How do you open this? Ive been twisting it counterclock wise and it does not open.

Put in a paper bowl and smash it with a hammer. I don’t know if it’s because I lack the surgical precision necessary, or if someone at the manufacturing plant was gluing lids on as a gag, but there was no other way of opening this container. And, please note, by “smash it” I mean hit it hard enough to crack it, but not so hard as to send powder and particles flying.
