It is most definitely electrically conductive, seeing silver is also a good thermal conductor, in sure it has thermal conductivity properties, but maybe not as much/high as a paste which has been primarily designed for use as a thermal conductive/heat sink paste...

Yes but you don’t want it to short out between conductors

What is shelf life of this product!

Do not the shelf life, but am still using it a year after purchase and Plan to use it until I run out, then get more.

Why does the photo show this conductive grease being smeared across the plates of a variable cap?

Ha! I had the same question. Definitely a mis-application of a conductive grease.
