Does this bag tip over when laptop is in with your files, etc? I'm looking to replace my spinner computer bag which tips over constantly.

No. I have had the bag for about 1 year. I use it every day, taking it on the train and then walking a few blocks to my office. I carry a laptop, iPad, files and often even my lunch. BTW, the bag gets lots of unsolicited compliments. When this one wears out I will buy another.

Can the handle and wheels be removed so I can slip it over a carry-on?

No, the handle and wheels are not removable. However, to secure this trolley bag to another piece of larger rolling luggage, we like to use the Travelon Bag Bungee (ASIN: B001TR0UZI). It attaches to the handle of any wheeled luggage item, and secures a second bag to the handle. This allows you to move two pieces of luggage as one. A second option is the Travelon Multi-Bag Mover (B0062BFKA6). It is a strap that allows you to attach multiple bags together and move them as one. There are many different adjustable luggage straps sold on Amazon.
