Will this work with a new macbook pro m1?

The dual USB-C connectors are spread out a tad too far apart to fit in the two USB-C ports on an M1 Macbook, so the first think you'd have to do is get small USB-C extension cables. Even then, those cables would have to be ranked for 100W power delivery or else you'll have power (and maybe data) issues.

Does it come with the cords shown?

Yes. Mine came with everything shown on the web page.

Does this dock charge a dell precision 5540? i am incredibly surprised why the wd19 model doesn't do it.

I am not familiar with the Precision 5540, but if the 5540 has a Thunderbolt bolt it should charge. It charges my Dell Latitude 7320 just fine.
