Can this wash cloth be washed in a washing machine? Can a thicker or lower ml be washed?

It's hard to imagine washing a plastic drop cloth in a machine. It seems like that would be asking for problems with the washing machine. (I guess you never know until you try)

So i want to cover an outside cat enclosure. Would they still be able to see the birds through it? Or can you recommend something that would be clear

I run a farm and love cats so I can see where you are trying to go here. This is a lighter covering so they may be able to see the birds, but because it is light it is going to be a challenge to keep it in place. Have you thought about a piece of plexiglass or hard plastic covering? Yes it would cost more but it will stay in place and last a long time

I want to cover windows for winter, but i still want to see outside. is it clear enough so i can?

It's wont be crystal clear but it is thin enough that light comes through easily and you can see outside well enough. It's too thin to be opaque

Can I use this outside in the winter

I don't see why not. It's just plastic.
