can this light be mounted on a horizontal bar? or does it have to be a vertical bar?

With the included hardware this will absolutely NOT mount to a horizontal bar. It is only designed to be mounted to a vertical tube. However - using a pair of 1/2" rubber coated cable clamps you can get this mounted to the 1/2 rear rack tube common on several current ebikes. I went with the rubber-coated clamps as I believe it'll grab better and also protect the paint over bare stainless or galvanized steel.

How easy is this for a thief to remove?

Once the actual unit is in place, it is not all that easy to remove it! However, as it is only plastic, a determined thief would be able to remove it if they wanted to. The handlebar controller is the same.
