I want to use these on a basket that has a cloth liner. Would these have trouble staying on the basket (or sit funny) with this extra thickness?

The clip part fits very tight. I don’t think you will have a problem.

Can you use removable vinyl on these?

Yes, you can. I have recently used Cricut Joy removable vinyl and it worked great.
