I have one of these tools, but the hardened punch bit suddenly broke. Is there a source of replacement punches for this tool?

I highly doubt they make them for our 14$ nibbler. I know the highend ones from like Mcmaster carr do have replacements but those replacements are between 15-30$ alone. Let me know if you find one .

How wide of a "nibble" is it?

The nibble is one quarter inch wide and one sixteenth deep

Is the top plate under the cutter removable and is it made of metal?

Yes it is made of metal and removable. It is held on with a Phillips head screw and there is a roll pin for alignment.
