Why isn't the light very bright . Yes I’ve read the instructions and yes I have pressed and checked the button on the back . ???

Is the light on a south facing wall to give the battery a good charge and obviously the short days and lack of direct sunlight may be a factor. I charged mine for 3 days and switched it off a dusk so maybe try this to solve the problem. Hope this helps

Would the sensor pick up a cat movement?

Yes, they are very sensitive and pick up even slightest movements. The sensor has quite a large range and they will certainly come on if a cat passes by them.
