I have an older mirror that is flaking. Is this a product that I can spray on the backside of my mirror to improve the look in a subtle manner, or will it be too obvious

Do not sand down old mirrors. They were made using mercury which is highly toxic. Best to use an actual mirror spray. This is more for glass decor.

Would this spray work on resin/high gloss-finished surfaces. Ex: Paint directly on resin surface, then after paint dries, apply coat of resin on top?

you can paint anything or spray any spray paint over resin. And then re-epoxy when it is dried.

I need to reduce lumens of a light bulb without affecting color temperature? Is it translucent?

If you spray a traditional incandescent bulb with a reflective paint you will get a heat spike. It MAY or MAY NOT be a problem, depending on the bulb wattage, but a larger bulb can cook a plastic socket. This is a recognized problem with half-silvered incandescent bulbs.
