Q: Two questions: 1) Can the waist strap be removed? 2) Will it fit under a plane seat when it is not expanded?

1) No the waist strap can not be removed. I just tuck it behind my back when I put it on. 2) Yes, it will fit under a plane seat. I took it to Ft. Benning on the plane to basic and then back home with me.

Q: How much weight can this hold?

I have carried it packed with all that will fit, including my laptop and power supply. I never weighed it, but it was pretty heavy and never looked like it couldn't handle more. It is far sturdier than I thought it would be when I bought it- worth more than I paid for it. I don't think you'll go wrong if you buy it.

Q: Is this machine washable?

It has held up to some brutal beatings over the last 6 years by me, I can't image a washing machine would hurt it. It may hurt the washing machine though.
