Is this hypoallergenic?

"hypoallergenic" is not a regulated term as far as I understand. So no company can truly make that claim. You just have to try it and see for yourself. Obviously read the ingredients to make sure there's nothing you're allergic to.

Nope! (If you read the section ABOVE the ingredients it clearly states formulated WITHOUT talc.)

It would depend on how pigmented your scar is and how much layering of eye-shadow you like to put on...these colors are on lighter on and I layer on more for darker shade...hope this answers your question...
