Which country is it made in?

Country of manufacture depends on the seller. Under the same listing you'll find sellers from France and also sellers from India, the latter are shipping 'Parker by Luxor' which is 'for sale in India/Nepal'.

Can the 0.8 fine point refills be used with this pen?

Yes, any Parker G2 style refill will work in this pen. I currently use a Schmidt P900B in mine.

What is the difference between this and the 1953170?

Is this pen, offered by active deal, made in france or somewhere else? all pens labeled "parker" are not made in france - only the ones labeled so.

This pen is made in France but please note that Parker manufactures its products in different countries. A long time ago we manufactured in the United States and the United Kingdom, now we manufacture in France and some pens are made in China.
