Can these be used with plastic canvas? Will they fit through the holes of 7 point canvas?

I'm really not sure. I ordered them for eyes on animals that my mother is crocheting. I think it depends on the size. Because there's the back piece that snaps onto the front piece that tightens it and keeps it in place so I don't know how big your canvas holes are

Can these needles be used with felt?

The tips are blunt, so you'd need to "pre-pierce" the felt with another tool.
