The scrap booking part of the business, continues to be managed by the Zachs family under the Little Yellow Bicycle Inc. name."Given this information alone, it would appear that Westcott is unrelated to C-Thru, and that this ruler is manufactured by C-Thru; since 2012, Acme United has been doing the manufacturing by proxy. Are the lines still between plastic to protect from wear, or now just painted on one side to save cost after moving production to china?

The lines are protected and this is a great ruler. I am an artist and I use it for all of my projects.

Can you use this ruler to do dot to dot pictures?

Yes. It's a ruler. You don't need anything special other than something with a straight edge to connect the dots.
