what diameter are the holes for screws?

Can't see them with the screws in, but the screws are included.

I bought the boot with a padlock that didn’t fit! then got a padlock from B & Q that fitted. I suggest you get the bolt then got out locally with the bolt to buy the padlock

Is the black one powder coated?

Sorry mine is silver coloured. :-(
