How is this as a dog toy?

I bought this for a hose cart. It would be a fairly large chew toy for a very rugged dog. Also smells like rubber so would need to be an outside toy until smell dissipates.

Is the tube in this tire/tube combo the Marathon 20990 rubber tube?

I don't know. There is no name on the tire, and the tube is inside it. I bought the tube and tire as Marathon Industries 20501 4.10/3.50-4" 4 ply rubber replacement wheel tire and tube. They fit the old metal rim fine.
