What is the difference between this one and the one that makes sounds? The cost is almost double between the two

I chose this one for our 3 year old grandson. I didn't get the one with sounds because it seems all you get done doing is changing out the batteries. Our grandson loves his crane and makes all the sounds himself. Win, win situation.

Well it is plastic, but it seems sturdy to me.

Are there hook locks/stabilizers?

Stabilizers yes. I don’t know what a hook lock is but it does have a place to latch the hook if that’s what you mean.
