It depends on how addicted you are to the habit in general. The "rule" for Nicoderm is that if you smoke a pack or more per day, start with Step 1. If you smoke half a pack a day or less start with Step 2. I am not familiar with low nicotine cigarettes, but if you can't find further information to answer your question, I would start with Step 2. Nicoderm was the program that finally helped me quit once and for all!

My box looked exactly like the one pictured above your question. It did not say "not for retail sale". For legal questions, you should contact an attorney since other purchasers are unlikely to know if it is legal.
