Are these figurines solid? Or are they hollow?

They are hollow from the inside but quite hard from the outside. They are made of hard plastic and durable. I purchased them two years ago for my daughters birthday and until now she plays with it. No complaints.

Is there supposed to be 4 rings of each 6 princesses?

I purchased a different variation of what the picture is showing me. I purchased a cake topper which is three princesses and the whole princess, not just the heads that these cupcake toppers show.

Could these be used as bathtub toys?

They are hard plastic sop I don't see why they couldn't be used in a bath.
