Hello Jasmine, This product is made in the US by The Mentholatum Company in Orchard Park NY. The Mentholatum Company is a subsidiary of Rotho Japan the maker of the red Gokujum Alpha Lotion. The Anti-Aging Hydrator is the US version of this product. The only difference is that all the US made products are paraben free. I hope this helps, please do not hesitate to ask any other questions about the Hada Labo Tokyo products.

I don't believe so. I don't have the container any more, but I avoid all types of alcohol in face products myself and I used the whole container without any noticeable drying of my skin.
