You can get a refund through Amazon or write the company and they will respond . They reached back out to me when Mine did the same thing .

Q: how much sand is needed to fill the bottom?

I used about 4 gallons of water. It was enough to keep the bag pretty stable. You can just measure sand by the weight (?)
