This is for a standard manicure it does not require a lamp to cure the product

How long should this take to dry? After 45 mins it still wasn't hard and smudged!

Yes, it can take a while, especially if you have applied two or more coats. the other thing I find that delays it is if you have applied a base coat too. I usually wait until each coat is completely dry before applying the next - a hair drier on low heat or a desk fan can help speed things up a bit! Hope that helps, but no, I don't think as an OPI nail varnish user the bottle you have sounds faulty.

Can i use led light to dry?

I don’t think so, the one I brought was not gel polish. I’m not sure if OPI sell gel. Sorry I can’t be more helpful.
