Definitely. This thing would fit a true bodybuilder. I 5'6" 175# with a 38-40" chest and 34" waist and it will not cinch down tight enough for me to wear it properly. I am gonna have to cut all of the straps shorter. I'm not sure who/what they used as a sizing guide but whoever is wearing this fully adjusted out to it's max size is not someone worried about moving tactically. I can put this chest rig on over my loaded plate carrier

Q: Is this in accordance with AR-17 army regulations?

No. Its not. Unless it comes from CIF or your unit it is unauthorized. Not every unit cares, but no, it is not authorized. And not sure what ar 17 is, 670-1 covers wear and appearance of military uniforms.
