Are these anti scratch?

No, they are a bit like Brillo pads. I would not attempt to scrub ovens apart from the glass. Anything that is enamel will scratch.I have used them on my cupboard doors which are matte white and they are fine

What size is each pad (want to know for rodent control) Can I cut these in half with scissors?

These pads are totally identical to the B****o pads only much cheaper. Perfect for cleaning but if you are using them to block up holes to prevent rodent ingress try searching for "steel wool mice"
