The conditioner contains biotin, which helps hair to grow faster, and strengthen it. The conditioner will also detangle your hair, add in moisture, and it will tame the frizz of your hair.

I have very dry hair. And I use it on my dry hair AND when my hair is wet. So yes, you can use it on your dry hair.
