No, you will have to buy it separate.

I appears to be shiny before cutting. But its not very shiny, it's a good mixture of matte and shiny.

Can I use this on cloth hats?

Can't say for sure but I wouldn't. This is made mostly for hard items, not sure it was adhere good to cloth. If you have a heat press I would use the htv made for cloth.

What kind of heat resistance does this material have?

It can stand normal outdoor temps. Would not recommend putting in a dishwasher or leaving in a hot car. It may come off
