What is the difference between this and the one in the blue can?

I believe that the only difference is in the color. Galvalite is the grey of new galvanized metal, whereas the blue can is darker, more weathered.

Would this work on ss shaft and bronze rudder?

Does it half to go on bare metal ?

You should read ZRC instructions for prep. Light rust must be removed, preferably using a power tool. Heavy rust must be sandblasted. Existing galvanized surfaces with corrosion but not rust should be at least wire brushed. After that, the metal must be cleaned, typically with solvent.
