Can this fan stay on continuous for up to 9 hours?

Can it tilt downwards below horizontal?

What is the noise level dba on speeds 4 and 5?

I have two of these and have never needed to go above level 3. Some noise at this level but does not disturb normal life. No need to turn the radio up to hear it. Level 4/5 are noisier , a background hum as though in a train.
