Can I use it in concrete drilling?

No---but. You can get a set of Bosch concrete drills (Bosch IMC500 5-Piece Impact MultiConstruction Drill Bit Set) on Amazon for under $20, shipping included. They have done well for drilling holes in my concrete garage floor. A steel center punch can put a dent in the concrete to help center the Bosch concrete drill.

Five (5) graduated size drill bits in a self-guiding shank that centers the bit in the counter-sink hole that is typical for a variety of types of hardware (hinges, mending plates, angle brackets and the like).

How are the internal springs? Do they get bound and twisted like some cheap sets?

So far, so good. In general, the springs and overall bits feel and function much more quality than the cheap off-the-shelf bits that I've used in the past. I use these bits mostly with metal work (as an index point), they are holding up very well.

Are the bits actually centered? In an earlier set the smaller bits wobbled badly from being offset when tightened down.

So, I thought about this after I answered and had to rewrite it. I happen to be using these today and the bits do not wobble; at least not in mine. I did find that if you do not use the correct nose cone for the hole that you are trying to center drill, it will be off. I simply change the nose cone if it doesn’t fit correctly and I get perfect results every time. Example: I took the 5/64” nose cone off, and put the 7/64” on to drill holes for a piano hinge and had zero issues.
