Need clarification from vendor, whats the min and max fuse to avoid over tripping or undertripping. Does it need to be fast acting fuse. Pls advise.

Pump is rated at 1.7 amp draw with a max of 2.7 amps. A 3 amp fuse is what I would recommend.

I'm using this pump for a hobby project, is it possible to change the flow rate by changing the DC voltage going into the pump?

Can a plug be attached so it does not have to be hard wired? Want to use it for pumping water from a rain barrell.

Yes it can be. But your gonna have to wire the plug into it. I picked a plug up at the local auto parts store for mine
